I think that the mark is Thai but don't think it says "silver" pretty sure it is silver though. The decoration looks to be a rat & was likely to commemorate the year of the Rat from the Chinese Zodiac, years 1936, 1948, 1960,1972,1984,1996,2008 & 2020. This could be used for just about anything small that will fit inside a 1 5/8" diameter & 7/8" tall. Nice gift for someone born in one of the years for the Rat.
