On July 31, 1790, the United States Patent & Trademark Office issued the first patent to Samuel Hopkins of Vermont. President George Washington signed the first patent. Patent records prior to 1836 were not numbered & could only be accessed by the patentee's name & patent date. Most of these patent records were destroyed by fire on December 15, 1836. Prior to the introduction of the numbering system, the USPTO issued 9,957 patents. It was only after the fire of 1836, when the Patent Office reconstructed its collection, that examiners began to number the early grants retroactively. Inventors had to provide proof of their patents or create new patent documents under oath with their original drawings & specifications. These recovered materials have been assigned numbers ending in "x". On July 13, 1836, US Patent # 1 was issued to John Ruggles for a traction wheel for steam locomotives.
