Adjustable waist, drawstring. This type of petticoat was common in the 1800s to give volume to the skirts. Because of the many layers of stiff tulle it will stand up on its own! It will go over about a 48" hip down to as small as you want to tie the string. 3 layers- Overskirt is 43" long The middle tulle is 38" long The inside skirt is 43" long The tulle begins 7" below the waist. If it is too long just fold over the waist until it's right for you. The base flares out about 43" across when hanging - much wider when spinning. The overskirt has some discoloration, perhaps someone spilled their tea! I have not tried to clean it. I didn't find any tears. The inner & outer fabric feel like a rayon, polyester or stiff satin.
