This is an approximately 5-1/2" by 8" sheet of lithographed embossed paper scraps made in Germany in the 1960s. They work beautifully for scrapbooking, card making, holiday ornaments, valentines, decoupage or collage. Made by Kruger, a German company that has gone out of business. These depict children in native dress of Venezuela - the sheet has a crease in the lower right - you can see it best in picture #3.
