This was likely one of those items that recruits who were in training at Great Lakes Naval Training Center could buy & send home. Many went to their folks & girlfriends still others packed away in their sea bag. This measures 28.5" square the anchors & Federal shield are embroidered the words are screen printed it's not tagged in any way so could be nylon (likely) or silk (doubtful).
