Senator Hubbard has been campaigning for a full accounting of gold looted by the Nazis during the Holocaust and deposited into Swiss banks. The mayor's press conference was to announce his support of the Senator, and the mayor's staff thinks Hizzoner was the intended victim of the assassination attempt. Koch isn't so sure, and when Hubbard is seriously wounded by a sniper just before leaving for Switzerland, Koch's instinct's prove accurate. Someone is out to stop the Senator's inquiry, and now it's up to Koch to discover the truth.
