Gridlock (2002)

Jake Gorski (David Hasselhoff) is a hotshot helicopter policeman who winds up in the thick of financial terrorism in New York City. A smart crew of bank robbers, headed by a dangerous man called Mr. One (Miguel Fernandes), create a smoke screen by blowing up bridges in Manhattan. The diversion makes way for enough gridlock in the city in order for them to launch their plan to heist the Federal Reserve Bank. Gorski develops a personal interest in the hiest of the bank because his girlfriend, Michelle Connor (Kathy Ireland) is a tour guide there. Needless to say, he goes on the defensive and launches his own attack against Mr. One and his terrorist gang.
