Synopis: Ever since the events of 9/11, Rudy Giuliani has become a name recognized the world over. His role as mayor during that catastrophe elevated him to the status of an international hero. But what defined "America's Mayor" before he was catapulted to a kind of secular sainthood? During the only years Giuliani held office as an elected official, what was his record like? During the peak years of the late 1990s, the "new" New York City, awash in tourism and prosperity from the then-booming dotcom economy, was praised as the model of a new urban paradigm. While Giuliani's local popularity was, at times, extremely low in New York City, it was virtually unquestioned outside of local media that Rudy Giuliani was responsible for a "turnaround" in New York City from a darkly chaotic city to a gleaming, moneyed, safe metropolis. This perception was largely due to high-profile policies like "quality of life" policing, "workfare" and welfare reform as well as a compliant press.
